New SIM card rules for foreign students

From January 1, 2025, new rules for foreign citizens to get SIM cards came into force. To obtain a SIM card, a foreign citizen needs to:

1. Obtain a SNILS (Insurance Number of Individual Ledger Account);

2. Confirm an account on Gosuslugi;

3. Register biometrics at the bank;

4. Issue a SIM card at the office.
