Information about entry to the Russian Federation for foreign students

Please get acquainted with the information about procedure of obligatory state fingerprint registration, photographing and rules of medical examination for foreign citizens!
On 29 December 2021, the Federal Law № 274 dated 1 July 2021 'On Amendments to the Federal Law 'On the Legal Status of Foreign Citizens in the Russian Federation' and the Federal Law 'On State Dactyloscopic Registration in the Russian Federation' came into force (hereinafter referred to as the Law).
In accordance with the provisions of the Law, foreign citizens entering the Russian Federation after December 29, 2021, within 90 calendar days after crossing the border, are subject to mandatory state fingerprinting registration, photographing and medical examination, and must have supporting documents to legally stay in the Russian Federation:

Document confirming that a foreign citizen or stateless person has undergone compulsory state dactiloscopic registration and photographing is issued by territorial bodies of the Ministry of Internal Affairs of Russia and is a laminated blank (card) with a photo image and identification data of the owner.

Medical examination documents issued by authorised medical organisations.
Mandatory state fingerprint registration and photographing is carried out by the bodies of internal affairs once, without collection of state fees, irrespective of the number of entries/exits to/from the Russian Federation.
The period of validity of medical examination documents is 3 months. At the same time, after the expiry of such medical documents, foreign citizens are given 30 days to undergo a repeated medical examination.
The procedure of mandatory state fingerprint registration and photographing is carried out by the Migration Department of the territorial bodies of the Ministry of Internal Affairs of Russia at the place of registration of foreign nationals (for foreign students living in university dormitories - Saratov, 17, Chapaeva Street, Migration Department of Police Department № 5 in the Department of Internal Affairs of Russia in Saratov).
In the case of loss or damage to the document confirming the passage of the mandatory state fingerprint registration and photographing, It is necessary to apply to the unit where this document was issued in order to obtain it again.
We also would like to draw your attention to the fact that state fingerprint registration and photographing is a one-time activity performed by the Ministry of Internal Affairs and confirmation document with no expiration date is issued. Foreign citizens, who have entered the Russian Federation before December 29, 2021, have the right to undergo the procedure in advance, without waiting for departure from the Russian Federation and further entering the country.
In the event of non-compliance with the obligation to undergo mandatory state dactyloscopic registration, photographing and/or medical examination, the issue of shortening the period of temporary stay in the Russian Federation will be considered in relation to such foreign nationals.
In the case of loss or damage to the document confirming the passage of the mandatory state fingerprint registration and photographing, it is necessary to apply to the unit where this document was issued in order to obtain it again.

By order of the Government of the Russian Federation dated March 16, 2021 No. 639-р, foreign undergraduate students, PhD students, students of preparatory faculties are allowed to return to Russia to continue their studies. The procedure for the entry of students from abroad has been developed by the Ministry of Science and Higher Education of the Russian Federation and is regulated by methodological recommendations MP 3.1 / 2.1.0205-20 (approved by the Federal Service for Supervision of Consumer Rights Protection and Human Welfare on July 29, 2020).
It is important that only foreign citizens of those countries recommended by Rospotrebnadzor as a country with a safe epidemiological situation will be able to enter Russia for studying. The list of countries is presented in Appendix No. 1 to the order of the Government of the Russian Federation dated March 16, 2020 No. 635-p. The list can be found at the link. It is updated regularly. For all foreign students-citizens from other countries, entry to study in Russia is closed.
SSTU constantly updates the list of foreign students from open countries who are allowed to enter Russia. The list is formed on the Unified Portal of State and Municipal Services (State Services). You can check the information on including you in the list for crossing the border of the Russian Federation on the State Services website, registration on this portal is required.
To successfully organize entry to Russia and return to classes, the following step must be taken:

10 days prior arriving in Russia, SSTU foreign student must notify the International Relations Department by int_office@edu.sstu.ru of the entry date into the Russian Federation.
Registration of an invitation
To get an invitation letter for studying at Yuri Gagarin State Technical University of Saratov it is necessary to provide the following package of documents to the Department of the Foreign Student`s Affairs and Migration Office:
- application for an invitation letter;
- copy of the passport of a foreign citizen (the period of validity of the passport should not expire earlier than 1.5 years from the issuance of a multiple study visa).
List of documents submitted to the admissions committee by foreign nationals
All the required documents should be sent by e-mail: int_office@edu.sstu.ru.
An invitation is issued within a period not exceeding 30 calendar days provided that all the necessary documents are available and duly completed.
An invitation to enter the Russian Federation, issued in accordance with the federal law in accordance with the procedure established by the authorized federal executive body, entitles the foreign national to obtain a visa to enter the Russian Federation at the Russian embassy of his country.
