Information about entry to the Russian Federation for foreign students

Dear International Students!

Please familiarise yourself with the information on the obligatory state fingerprint registration, photography and the medical examination requirements for foreign citizens!

In accordance with the Federal law from 25.07.2002 115-FZ ‘About the legal status of foreign citizens in the Russian Federation’, all foreign citizens (except citizens of the Republic of Belarus), who have arrived in the Russian Federation, are obliged to undergo fingerprint registration, photography as well as medical examination. 

All foreign students of the University who have entered the territory of the Russian Federation must undergo the above mentioned procedures within 30 calendar days from the date of entry into the country. 

Step 1: Medical examination can be performed at the authorised medical organisations on commercial basis at the following addresses: 61/69A Zheleznodorozhnaya Street, Room 1 and 4 Vishnevaya Street, Room 33. 

To undergo a medical examination, a foreign student must have the following documents: 

  • identity document; 
  • copy of migration card;
  • copy of visa (if any). 

Step 2: To undergo fingerprint registration and photography, you must provide the results of a medical examination, a notarised translation of your passport and a copy of your registration. Fingerprint registration is carried out at the place of registration of international students (for students who live in the university dormitories - Migration Division of Police Station No. 5 of Internal Affairs of Russia for the City of Saratov, 83 2-ya Sadovaya Street, Room 8).

In case of loss or damage of the document confirming completion of the obligatory state fingerprint registration and photography, you must contact the department that issued the document to obtain a replacement.

Issuing Invitation

To obtain an invitation to enter the Russian Federation for the purpose of studying at the Yuri Gagarin State Technical University of Saratov, international students must email the following documents to the Visa and Registration Office of the International Relations Department at migration@sstu.ru: 

  1. An application form for an invitation (download the application form for students, the application form for students of Russian language courses)
  2. A copy of the foreign national’s passport (the passport must remain valid for at least 1.5 years from the intended date of entry); 
  3. A notarised translation of the passport. 

An invitation to enter the Russian Federation for the purpose of studying at the Yuri Gagarin State Technical University of Saratov is issued within 15 working days of the Migration Service receiving the documents, provided that all necessary and duly completed documents are submitted. 

An invitation to enter the Russian Federation for the purpose of studying at the Yuri Gagarin State Technical University of Saratov entitles a foreign citizen or stateless person to obtain a visa to enter the Russian Federation from the Russian embassy in their country. 

Ten days prior to arrival, you must notify the Visa and Registration Office of the International Relations Department of your planned arrival date by email at migration@sstu.ru. 

Please attach scanned copies of your passport, visa and flight ticket to the email. Scanned copies of documents must be in PDF format and the images must be clear. 

Invitations to enter the Russian Federation for the purpose of studying at the Yuri Gagarin State Technical University of Saratov are not issued to foreign citizens and stateless persons from visa-required countries that are enrolled on educational programmes delivered exclusively via distance learning technologies. 

Voluntary Medical Insurance Policy 

Foreign citizens and stateless persons entering the Russian Federation must hold a medical insurance contract (policy) valid within the territory of the Russian Federation. 

The minimum sum insured under the voluntary medical insurance is 100,000 roubles. 

The term of the voluntary medical insurance contract is 1 year. 

The minimum insurance coverage includes: primary healthcare and specialist emergency medical care, as well as repatriation.  

Temporary Residence Permit for the Purpose of Education (RVPO) 

International students may apply for a Temporary Residence Permit for the Purpose of Education (RVPO). 

The Temporary Residence Permit For the Purpose of Education (RVPO) is valid for the entire duration of the course of study, plus a further 180 calendar days following the date of completion of the course. Upon receiving their qualification, international students may apply for a Residence permit in the Russian Federation (VNZh). 

Benefits for international students who have obtained a Temporary Residence Permit for the Purpose of Education (RVPO): 

  • applying for RVPO without a quota; 
  • extension of the visa’s validity for the duration of RVPO; 
  • exemption from the requirement to undergo an annual medical examination; 
  • the validity period of RVPO remains unchanged following a passport renewal; 
  • applying for VNZh within three years of completing their studies without the need to obtain a temporary residence permit (RVP).
